Bitcoin’s latest rally story is not just about price. For beginners, the bigger point is that two forces are lining up at once: Washington appears to be moving closer to clearer crypto rules, and investors are still putting serious money into spot Bitcoin ETFs. Together, that is helping support the view that BTC could have more room to run in 2026, even as Iran-related concerns return to the market backdrop.

That improving mood is also spilling into projects built around Bitcoin itself. One example is Bitcoin Hyper (HYPER), a Bitcoin-focused Layer 2 project that has raised $32.5 million in its presale. In simple terms, it is trying to make Bitcoin feel more practical for everyday on-chain use by aiming for lower fees, faster transactions, and access to things like DeFi and staking.

So while traders watch whether Bitcoin can push through $81,000, another theme is emerging in parallel: investors are also backing the infrastructure that could make Bitcoin easier and more useful to use.

The White House has signaled that the Clarity Act can move forward, after a compromise on stablecoin rules helped break a previous deadlock. Patrick Witt, Executive Director of the President’s Council of Advisors for Digital Assets, posted “Go time”, and lawmakers are now looking at a markup session as soon as the week of 11 May. Prediction markets have placed passage odds near 70%, while President Trump has publicly backed the legislation.

For newer crypto readers, this matters because clearer market structure rules can make the space feel less uncertain for larger investors and firms. That kind of regulatory clarity is often seen as a positive for Bitcoin, especially if it encourages more institutional participation.

At the same time, U.S. spot Bitcoin ETFs pulled in another $532.21 million on Monday. That pushed cumulative inflows above $59 billion, with total assets under management reaching $106.44 billion. Put simply, money is still flowing into Bitcoin exposure through familiar investment products, and that steady demand has helped BTC stay above recent support levels.

Prominent analyst CryptoKaleo recently dismissed the $85,000 level as “FUD” in an X post, arguing that a wider commodity supercycle is already visible in gold, silver, and oil, and that “Bitcoin’s turn” is coming.

That broader optimism is helping attention shift toward Bitcoin-native infrastructure plays such as Bitcoin Hyper (HYPER). The project says it is building the first true Bitcoin Layer 2 network to address a common complaint: Bitcoin is highly secure, but it is not always the fastest or cheapest network for more active use.

A simple way to think about it is this: if Bitcoin is the secure main highway, Bitcoin Hyper wants to add a faster side route for users who want smoother traffic and more features without leaving the Bitcoin ecosystem. The project uses the Solana Virtual Machine (SVM) for high throughput and near-instant finality, then commits back to Bitcoin using zero-knowledge proofs and a trustless bridge.

The goal is to let users deposit BTC, move funds more cheaply, and access DeFi, staking, and dApps while still staying connected to Bitcoin.

So far, that pitch is attracting capital. The HYPER presale has now raised more than $32.5 million, and the token is priced at $0.0136796. Early buyers can already stake for a 36% APY. The project’s total supply is 21 billion tokens, with 30% allocated to development, 25% to treasury, 20% to marketing, 15% to rewards, and 10% to listings.

The timing is notable. If the Clarity Act continues to gain traction, projects focused on making Bitcoin faster and more functional could benefit from a friendlier regulatory environment.
