The Treasury’s Office of Foreign Assets Control (OFAC) announced new measures yesterday (September 16) to expand Washington’s efforts against what officials describe as Iran’s “shadow banking system,” which reportedly launders billions through front companies and cryptocurrency exchanges.
Key figures targeted by the sanctions include Iranians Alireza Derakhshan and Arash Estaki Alivand, who have allegedly facilitated over $100 million in cryptocurrency transactions linked to Iranian oil sales since 2023 using front businesses in Hong Kong and the UAE.
This network is also associated with financial operators linked to Hezbollah and Syria’s Al-Qatirji Company, previously sanctioned for supporting the Islamic Revolutionary Guard Corps-Qods Force (IRGC-QF). Additionally, several shell companies, including Alpa Trading in Dubai and Alpa Hong Kong Limited, have been blacklisted.
John K. Hurley, the Undersecretary of the Treasury for Terrorism and Financial Intelligence, emphasized that Iranian entities utilize shadow banking networks to evade sanctions and transfer significant funds through international financial systems.
Under President Trump, the US will persist in disrupting financial streams that support Iran’s nuclear weapons programs and destabilizing terrorist-linked activities in the Middle East.
These new measures follow previous sanctions imposed on September 2, which targeted Iranian-linked oil tankers and included an Israeli government decision to blacklist cryptocurrency wallets associated with the IRGC.
The US aims to dismantle the financial infrastructure enabling the IRGC and the Ministry of Defense to fund weapons development and regional proxy groups despite existing restrictions. The Israeli government recently blacklisted 187 cryptocurrency wallets tied to the IRGC.
