That’s not possible in most cases. One doesn’t need to submit a name or any other details to use Bitcoin. Unless the owner wants you to know his identity and so shares it with you, there’s no practical way for you to discover it.
You could pay a blockchain forensics service to attempt to learn someone’s identity but it would be very costly and without any guarantee of success. If the person you’re trying to track knows what they’re doing and is taking measures to avoid detection, there’s very little chance you could find out their identity.
