How do i send btc from my paper wallet to my blockchain wallet, or whatever wallet I can use to get cash? I have a coinbase wallet but that doesn’t seem to have an import function.

Essentially the process will be to import / sweep your paper wallet’s private key into a wallet which supports Bitcoin Cash. Software wallets which support both Bitcoin and Bcash are probably the easiest to work with, one good example is Coinomi.
You may then use the private keys on the software wallet to split the Bitcoins into BTC and BCH. You may then return the Bitcoins to a freshly-generated paper wallet. As the seed has been exposed to Coinomi (and potentially, to malware and the like) it can no longer be considered 100% secure so it’s best to create an entirely new paper wallet for cold storage.
It also might be a good time to consider getting a hardware wallet and sending the bitcoins there instead of to a new paper wallet. There are likely to be more of these forks in future and so far, Ledger and Electrum have done a good job of supporting these forks in a far more convenient way than paper wallets can.
